Hybrid Development: Combining 4% and 9% Credits

With the increasing scarcity of 9% credits as affordable housing development increases, developers are turning to more creative financing structures including the newly evolved practice of hybrid developments or “twinning” credits – that is, bifurcating developments into two separate transactions – one that utilizes 9% credits and one that utilizes 4% credits. This creative approach to a new financing stack provides more opportunity for developers, but requires careful planning, consideration and documentation.
